In public remarks February 19, Nancy Thaler, Deputy Secretary of the Office of Developmental Programs (ODP), announced that ODP will move to a needs-based residential fee schedule on July 1, 2017.
There is no predetermined methodology and ODP intends to engage consultants and other experts in developing the reimbursement model prior to holding forums for public comment. According to Ms. Thaler, ODP intends to cover all provider costs and will devote 100% of funding currently in the system to the forthcoming rates. Given the ambitious timeline, it is possible that full implementation could be phased in over time.
Residential service providers can expect to receive surveys as ODP begins the data collection process to collect staffing levels and costs for every location across the current system. Ultimately, the Supports Intensity Scale (SIS) will be used to inform the Person Centered Support Plan and allocate resources to the residential supports provided to people with intellectual disabilities across PA.
